Stakeholders On National Towing Project

 STAKEHOLDERS ENGAGEMENT MEETING WITH TRANSPORT UNIONS AND OPERATORS ON THE NATIONAL TOWING PROJECT

The National Road Safety Commission (NRSC) has collaborated with the Driver and Vehicle Licensing Authority (DVLA) and the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service, intending to give effect to Regulation 102 and 105 of the Road Traffic Regulations, L.I. 2180 (2010), which has provided for a fee-based commercialization of towing services in regards to broken down vehicles on our roads.

This comes in the wake of the Commission's efforts together with its implementing stakeholders to ensure the enforcement of the Road Traffic Regulations from which emerged the Road Safety Management Project, out of which came the National Towing Project as it component.

With the aim of providing a 24 hour instant towing services on our roads, the National Towing Project is to clear disabled vehicles from the streets in a spate of a maximum of an hour in order to minimize incidences of vehicles running into disabled vehicles on the road together with the associated deaths that constitute up to 21% of  fatal road crushes in Ghana. 

In view of this, it became necessary that the NRSC  engage Transport Unions and operators in what was termed as the stakeholders pre-implementation dialogue on the status of the project and the way forward ahead of its full implementation.

Held at the UDS Guest House Conference Room at Kanda, the meeting brought together a cross section of the various leaderships of the transport unions and operators, the MTTD, DVLA, the consultants to the project and the Road Safety Management Limited, the company providing the towing trucks to discuss the modalities that went into the preparation of the document so as get their inputs to finalize the broad consultations.   

Ing. Mrs. May Obiri-Yeboah, the Executive Director of the NRSC, in a statement to welcome the participants said, the towing services project is an important subject that needs broad consultations before its implementation, adding that if these consultative meetings are ongoing, the transport operators cannot be left out.

She added that, the discussions out of the meeting would help shape the final document on the implementation of the project, which would go a long way to help minimize road traffic crashes and added that, this would also help salvage the future of the country since most of these rashes involve the youth who are in their prime.

She was therefore, optimistic that, the project would help generations to come and seized the opportunity to urge the participants to freely share their concerns and suggestions to make meaningful contribution on the subject.

Ing. David Osafo Adonteng, Director, Planning and Programming (P&P), of the NRSC, in a presentation to explain the modalities in the project, said the project is a Public Private Partnership (PPP) initiative since Government alone was not in the capacity to offer the service.

According to him, the project is a value for money venture with a prospect of earning Government for partnering the private company an amount of  about 40million Ghana cedis.

Ing. Adonteng stated that potential private sector partners were identified through procurement while some potential partners were identified through submission of proposals, out of which the Road Safety Management Limited was chosen as the strategic partner partnering Government based on its competency and track record in towing services.

Giving the way forward, Ing. Adonteng announced that a total number of 118 towing vehicles in different categories, 14 Ambulances and 20 Motor Bikes have been assembled to begin the pilot project.
